Afghanistan Update - June 2008
Since April 2005, the National Center for State Courts (NCSC) has implemented a Justice Sector Support Program in Afghanistan through a sub-contract with PAE-HSC. This past quarter, NCSC participated in preparations to implement PRR, a program intended to improve the quality, salaries, and performance standards of AGO employees; completed a plan for an AGO prosecutor case tracking system; and continued work on a draft of the AGO’s Code of Ethics and Professional Conduct. NCSC also conducted a Ministry of Justice assessment focused on each department’s organizational structure and operations and assisted the MOJ’s Huquq department in designing a ‘legal awareness” program to inform 10,000 citizens in Nangarhar and Bamiyan provinces of their rights under the Afghan laws and Constitution.Posted:July 8, 2008 -
Strengthening the Independence of the Judiciary and Citizen Access to Justice (SIJCAJ) in Lebanon Project - June 2008 Update
During the period March to May, NCSC moved beyond the start-up phase and began implementation of the USAID-financed SIJCAJ project. The project team completed its assessment of case management and backlog in Lebanese courts. The assessment will inform project activities .....Posted:June 16, 2008 -

 New Projects

Strengthening the Independence of the Judiciary and Citizen Access to Justice in Lebanon
In Lebanon, NCSC was awarded a three-year contract (2008-10) to implement a program to strengthen judicial institutions providing for the administration of justice, increase judicial independence, improve case processing, and increase citizen access to justice. The program includes 5 major components: 1) developing the capacity and infrastructure of the Judicial Training Institute for initial and continuing training; 2) enhancing judicial independence; 3) supporting efforts by the Ministry of Justice to improve court administration to reduce backlog, improve case management techniques, and increase transparency; 4) improving Access to Justice; and 5) enhancing public engagement, supporting reform efforts, and fostering a culture of respect for the rule of law through the extension of sub-grants.Posted:June 6, 2008 -
Justice Sector Support Program in Liberia
Funded by the U.S. Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), the Justice Sector Support Program in Liberia (JSSL) is implemented under contract with PAE Government Services, Inc., in partnership with NCSC. Since January 2006, the program has been providing broad-based assistance to strengthen the capacity of Liberian criminal justice system to investigate crimes, prosecute offenders, and fairly represent defendants. In December 2007, NCSC fielded a team of 5 justice sector advisors who attended a special INL training before embarking for Liberia.Posted:December 28, 2007 -
Justice Support Program in Kosovo
NCSC was awarded the USAID/Kosovo Justice Support Program (KJSP) in June 2007. The 3-year project is a follow-on activity to the Justice System Reform Activity in Kosovo, implemented under the direction and funding of USAID between 2003 and 2007. One of the early successes of the program has been the reduction in civil execution backlog in municipal courts. The NCSC team has worked to improve the operation of municipal courts across Kosovo, actively supporting the reduction of backlogs in civil execution cases in close cooperation with public utility creditors—the most frequent users of the courts.Posted:December 26, 2007 -
