Projects: Middle East and North Africa
In January 2008, NCSC began implementing the SIJCAJ Project in Lebanon following a three-year task order awarded by USAID in December 2007. The SIJCAJ project is the first US-sponsored rule of law project of this magnitude in Lebanon.
Objectives of the SIJCAJ Project are to increase the independence and effectiveness of the Lebanese judicial system, namely: increase judicial training capacity, enable frameworks that support judicial independence and impartiality, promote efficient court administration, and increase access to justice.
Tasks and accomplishments
Enhancing Access to Justice in Egypt (2009-2010)
NCSC and The Protection Project at The Johns Hopkins University School of Advanced International Studies (SAIS) were awarded a 15-month grant from the U.S. Department of State to conduct a project to promote human rights in Egypt.
The overall goal of the project is to bolster the capacity of Egyptian civil society institutions working toward defense of human rights to provide specialized and effective legal assistance and representation to victims of human rights violations.

Advising Judicial Modernization Planning in Saudi Arabia (2010)
In 2010, NCSC provided an international court-management expert advisor to the Kingdom of Saudi Arabia on strategic planning for modernization of the Saudi judiciary system. For the Kingdom to provide an efficient and effective system guaranteeing equal access to justice, while also promoting its successful competitive participation in the global economy, the planning effort was to guide the updating of laws, court procedures, and organizational framework for governing and managing judicial functions and processes.

Egypt Administration of Justice Program (2004 – 2009)
In partnership with AMIDEAST, NCSC implemented the ground-breaking Administration of Justice Support Program. In this program, NCSC supported the development of a strategic plan and change management approach for replication of justice sector reforms. NCSC is also concentrating on the sustainability of the reforms by strengthening key support organizations. In the first phase of the program, NCSC pilot tested court improvement technologies including case management and court technology reforms in two key courts located in Cairo and Alexandria. In the second phase of the Program, NCSC is focusing on the following tasks: (i) replication of court reforms accomplished during the first phase in the pilot courts including a nationwide assessment of courts; (ii) development of a plan for nationwide replication; (iii) strengthening the administrative and technical assistance to the National Center for Judicial Studies; (iv) enabling the Judicial Information Center to implement court automation and court technology reforms; (v) assisting the Ministry of Justice in coordinating all of the partner activities in this area; and (vi) developing and implementing an extensive training program for judges and judicial professionals. Within these areas, NCSC is providing judicial education and training, assistance in developing court information technologies and study tours for court technology, distance learning, and comparative judicial reviews.
