Projects: Asia

Mongolia (2000-2009)

NCSC completed the highly successful Mongolian Judicial Reform Program (JRP), funded by USAID, in 2009. The JRP has been the largest donor-funded contributor to Mongolia’s judicial reform efforts.

After guiding Mongolian stakeholders through a process to develop a Strategic Plan for Reform of the Justice Sector, in 2000, NCSC provided more than eight years of technical assistance to implement the plan.
Tasks and accomplishments

Indonesia Justice Sector Support Program (2006 – 2009)

NCSC was a subcontractor on a three year project to work with the Attorney General's Office in support of modern and accountable prosecutorial services and support the Supreme Court in development of their next five year strategic plan. In support of these objectives, NCSC sponsored a Workload Analysis of the AGO and conducted training for the Supervision Unit of the AGO and refresher training for Prosecutors. NCSC also supported the Prosecutor Training Center with the development of a series of training modules and an assessment of the training center’s library and management and administration structures. In addition, NCSC provided training to Supreme Court representatives and civil society organizations on the International Framework for Court Excellence. As a result, the Supreme Court incorporated court performance measurement methodologies from the training into its Strategic Planning and Blueprint Development process.

Indonesia Anticorruption and Commercial Court Enhancement (2006 – 2009)

NCSC was a subcontractor on a project to support the Indonesian Supreme Court to implement its “2004 Blueprint for the Development of Commercial Court and for the Establishment of Anti-Corruption Court.” Under this project, NCSC developed an automated case management system (CMS) to improve case management and workflow processes in five model District Courts. The system was implemented in five district courts located in Jakarta, Semarang, Surabaya, Medan, and Makassar. To facilitate implementation of the new system, NCSC conducted Change Management workshops for court personnel. The workshops examined the benefits in terms of efficiency and transparency of the new technology and considered the modifications in work patterns that the automation would produce. The session also placed an emphasis on achieving counterpart buy-in to adopt the new system. The Central Jakarta District Court is now viewed as a Model Court across Indonesia. Courts from neighboring districts routinely send delegations of judges and registry staff to Central Jakarta to observe the CCMS

Afghanistan Justice Sector Support Program (2005 – 2009)

JSSP provided assistance to the justice sector in Afghanistan under four primary project components: 1) strengthening the institutional capacity of the Attorney General’s Office, especially its ability to conduct investigations and prosecute criminal cases; 2) bolstering the institutional capacity of the Ministry of Justice in developing strategies and plans within the framework of the Afghanistan Compact and the Afghanistan National Development Strategy (ANDS); 3) improving access to justice with a focus on increasing the quality of representation by defense counsel and legal aid providers; and 4) improving police and prosecutor skills through a formal joint training program involving academic and practical lessons followed by in-service mentoring. JSSP’s regional police/prosecution training and mentoring program used an integrated curriculum, applicable to both police and prosecutors, that focused both on the technical aspects of criminal investigation and on police-prosecutor cooperation. The curriculum included individual roles and responsibilities under the Criminal Code and the Interim Code of Criminal Procedures; criminal law including drug laws; technical skills training in criminal investigation and evidence collection and processing techniques. The training included both theory and practical exercises and mock investigations and trials.
