Meet the NCSC Team

On February 7, 2012, NCSC opened a new office in Pristina, Kosovo to implement the Kosovo Legal Profession (KLP) Program, a three-year cooperative agreement with USAID. Under the leadership of Harold D. Dampier, Jr., the program will promote legal excellence among current and future jurists in Kosovo, working in close partnership with university law faculties, the Chamber of Advocates, and other key justice sector stakeholders.

Harold D. Dampier, Jr., Chief of Party — Mr. Dampier is an experienced attorney, manager, legal advisor and educator with professional experience in the United States and overseas. Prior to working internationally, Mr. Dampier worked for 15 years as a trial lawyer and manager of a diverse legal practice in Houston, Texas. Most recently, Mr. Dampier worked as Chief of Legal Systems Monitoring Section for the OSCE Mission in Kosovo. He served previously with OSCE as Special Advisor to the Kosovo Judicial Institute. Mr. Dampier has worked previously with USAID in Albania, supporting the professionalism of judges, prosecutors, and lawyers through practical training. Mr. Dampier has also served as Program Manager for the International Bar Association’s Rule of Law portfolio in Sub-Saharan Africa.

Petrit Skenderi, Senior Legal Advisor — Mr. Skenderi is a senior legal advisor with more than ten years of experience working on Rule of Law and the development of the legal profession in Kosovo. Prior to joining NCSC, Mr. Skenderi managed the UNDP Institutional Capacity Building Project since June 2009, providing technical assistance and coordinating projects to strengthen the Chamber of Advocates and law faculties in Kosovo. Previously, Mr. Skenderi worked at the OSCE Mission in Kosovo under the Department of Human Rights and Rule of Law. He has extensive experience with university legal education, continuing legal education, and professional associations.

Florije Manaj-Zogaj, Legal Advisor — Ms. Manaj-Zogaj is a legal advisor with more than seven years of experience working with the justice sector in Kosovo. Prior to joining the KLP program, Ms. Manaj-Zogaj worked for the Department of State’s Justice & the People Program in Kosovo and with the USAID Justice Support Program, implemented by NCSC, between March 2008 and May 2011. Previously, Ms. Manaj-Zogaj worked at the Ministry of Justice’s Legal Policy Division and at the Municipal Court in Malisevo. She has extensive experience with professional ethics systems, public awareness and outreach, and bar-bench-student relations.

Mustafa Komoni, Operations & Finance Manager — Mr. Mustafa Komoni is a seasoned Program Operations and Logistics Manager with experience managing donor assistance and humanitarian aid programs in the Balkans, Sub-Saharan Africa and the Middle East. Mr. Komoni served previously with NCSC as Operations & Finance Manager from 2007 to 2011. Mr. Komoni has also managed operations and finances for NDI in Kosovo as well as Oxfam, as well as numerous other organizations.
